President Dennis Wiechmann, called the meeting to order at 2:00 p.m.

1.-Approval of Minutes
Tom N. motioned and Frank seconded the approval of the minutes
2-Reports
Treasurer
Jerry reported that the balance in the State account is $26,149.11. He is working on finalizing the balance on the membership rebate from the conference.
Section Reports
Bay: The Bay section held their Winter conference on December 9th featuring Ray Culberson. He presented on Kids in Chaos and Sherman Garnett provided an update on student records. Joe Taylor presented a legislative update. Bay is planning a workshop with the Delta-Sierra Section to be held on March 3rd in Livermore.
San Joaquin: The section is looking to increase their scholarships to seven this year. Each recipient will get $750. Their current budget is $26,392.13.
Southern: Southern section is hosting a legal forum on suspension/expulsion and discipline with special education students. The date is March 3rd and will be held in Santa Barbara County Office of Education. The Board is looking at their membership list and will be offering a $10 rebate to all "in-active" CASCWA members as an incentive to rejoin. This rebate will be paid by the Southern section.
Deb Sierra: Delta-Sierra is working on their Spring Workshop to be held March 3rd in partnership with the Bay section. The workshop will be held in Livermore.
Newsletter
Frank is finalizing the latest edition of the Intercom. A hard copy will go to 600 people and everyone on the email list receive an email version of the Intercom. Frank has worked very hard on putting the past Intercoms on a CD. To date we have Intercoms from 1983 to present This information will be available on the website. The association enjoys the pictures, values the history, and greatly appreciates Franks dedication to this project.
Legislation
Pending legislation surrounding school disaster planning and Discrimination and Harassment bills; focusing on gender. Other bills CASCWA is watching include: AB 1320 (Caregiver Affidavits), and AB1 778 (Pupil Records).
Constitution
The Board discussed the changes to the State Constitution and Bylaws. Jerry made a motion and Tom seconded the motion to have the State carry a combination Constitution and Bylaws and to have the Sections each adopt Bylaws. Voted and passed.
Debbie will prepare a draft, combining the Constitution and the Bylaws, for the March Board meeting. The Final document will be prepared and placed in the conference participation folders for vote. Debbie will prepare the ballot box for this vote for the conference.
State SARB
The Board is looking into issues surrounding: the Grand Jury in Marin County, Home Schooling, Day Time Ordinances, and Formalizing the job description for Attendance Supervisors.
New Business
SIA MOU: The Board perused the proposed MOU between CASCWA and SIA. After discussion, Frank motioned and Jerry seconded the motion to approve the MOU with the stated amendments. These amendments shall be reflected in a new MOU and that MOU shall be forwarded to CASCWA.
Budget Committee

State ConferenceDennis talked about the upcoming conference, he handed out a draft of the break out sessions and registration forms. Lots of great events will be happening and a lot of hard work has been put into the planning of this conference by the entire San Joaquin Board!
Meeting was adjourned at 1:30. Next meeting is scheduled for March10th in Fresno.
